Yes, users can change the survey structure after it is launched. After the survey is launched, the status of the survey is set to Active. Users will have to change the status of the existing launched survey from active to inactive and then they can change/add questions and also change the structure of the survey.
However, users cannot change the structure of the survey once the survey is Closed. Also, users cannot make changes to the survey in the Active state.
